(a) A regular license shall be issued to a residential home for the elderly which is in compliance with the requirements of this chapter and rules promulgated under this chapter for issuance of a regular license.
(b) A regular license shall be valid for one year after the date of issuance unless revoked or modified to a provisional status based on evidence of noncompliance with this chapter or the rules promulgated under this chapter.
