No person, firm or corporation shall deposit any tin cans or other metal or glass receptacles capable of holding water:
(a) In any highway, street or public place other than an authorized sanitary landfill.
(b) In any vacant lot or parcel of ground on which no buildings are situated.
(c) Upon any other private property where the same constitutes a nuisance; provided, however, that this section shall not be construed to in any manner prohibit any person from depositing tin cans or other metal receptacles for the purpose of their removal.
