(a) Collection and Disposition of Animals. The Director of Public Service shall have authority to provide for the collection and disposition of all deceased animals within the City in an appropriate manner approved by the Commissioner of Health.
(b) Fees. There is hereby established a fee of two dollars ($2.00) for the collection and disposition of each deceased animal, which fee shall be collected by the Director of Public Service only from animal hospitals and care centers, veterinarians, or any other persons or institutions conducting an animal business for profit in the City.
(c) Rules and Regulations. The Director of Public Service is hereby authorized and directed to adopt, amend or rescind such rules and regulations as may be necessary to effectuate the foregoing provisions of this section. Such rules and regulations, or modification thereof, shall be published in the City Journal and shall have the same full force and effect as ordinances of the City.
