In case a quarantine is established upon dogs by reason of the fact that rabies is declared to be prevalent by an order of the Health Commissioner or by Council, a pound designated by the Health Commissioner may be used for the purpose of enforcing the provisions of the order of quarantine in such manner as the Commissioner of Health, in his discretion, shall determine.
