(a) No person shall own, keep or harbor common pigeons in the City.
(b) No person shall own, keep or harbor racing pigeons or homing pigeons in the City unless all the following conditions are met:
(1) The premises where such pigeons are kept must be kept in a healthy, sanitary and nonnoxious condition;
(2) Such premises may not be in such condition that noxious odors arising therefrom carry to adjacent public or private property; and
(3) Persons owning, keeping or harboring such pigeons shall not allow or permit such pigeons to destroy or deface property.
