(a) The costs of administration for urban renewal shall be included in the annual budget of the City and appropriations may be made therefor.
(b) The costs of public improvements including any necessary purchases of land may be paid from any sources of funds available to the City.
(c) The Mayor is hereby authorized to take all the necessary administrative steps to secure such Federal or State aid as may be made available for the financing of the renewal program.
