965.21. Blowing of whistles on vessels.
   No person shall blow, or cause to be blown, the whistle of any vessel while lying at any wharf or pier in the City, or when approaching or leaving any such wharf, pier, dock or landing, except when absolutely necessary as a signal of danger, and no horn or whistle shall be blown on any one of the navigable waters within the limits of the City except as prescribed by the laws and regulations of the United States and the City.
