In the event of a fire occurring on board any vessel in the port of Toledo, except vessels under way, or on the pier or wharf to which such vessel is moored, such vessel may sound five prolonged blasts on the whistle or siren as an alarm indicating such fire. Such signal may be repeated at intervals to attract attention and shall not be used for any other purpose in Toledo harbor. Such signal shall not be used as a substitute for, but may be used in addition to other means of reporting a fire. The words "prolonged blast" used in this section mean a blast of from four to six seconds duration.
