Every person in charge of any vessel shall, upon request of the Commissioner of Streets, Bridges and Harbor, furnish information as to the name and address of the owner of such vessel, the kind and amount of cargo, to whom consigned, to and where shipped, from, how long such vessel will be in port and such other information as may be required to keep a complete record of harbor activities.
