(a) "Vessel" means any of the following when used or capable of being used for transportation on the water:
(1) A watercraft operated by machinery either permanently, temporarily or affixed;
(2) A sailboat other than a sailboard;
(3) An inflatable, manually propelled boat having a hull number assigned by and meeting the requirements of the United States Coast Guard;
(4) A canoe or rowboat;
(5) Every description of watercraft, including non-displacement craft and seaplanes, used as a means of transportation or recreation on water.
(b) "Personal watercraft" means a vessel, less than 16 feet in length, that is propelled by machinery and designed to be operated by an individual sitting, standing, or kneeling on the vessel rather than by an individual sitting, standing or kneeling inside the vessel.
