The harbor shall consist of the Maumee River, Ottawa River, Swan Creek, Mudjaw Creek and all slips adjacent to and connecting therewith and all piers, wharves, docks, breakwaters and permanent structures therein, and the waters of Maumee Bay and Lake Erie, including all breakwaters, wharves, docks, piers and permanent structures therein for a distance of two miles from the shore between the lines of the City extended to the extent that the above named waterways are within the territorial limits of the City.
