Persons owning, occupying or in control of any public place or private premises shall keep the sidewalks adjacent thereto free of litter; such persons shall not deposit litter on such sidewalks or in the alley adjacent thereto; and such persons shall maintain such receptacles as may be required by the regulations issued pursuant to Section 963.28.
