The Mayor is authorized to close any City-owned solid waste disposal facilities to all private contract haulers of waste and to all industrial firms. The Mayor is further authorized and directed to establish and regulate the hours which such facilities shall be open for use. The City solid waste disposal facility shall be available to all persons for the disposal of solid wastes upon payment of any fees established by the Mayor. The Commissioner of the Division of Solid Waste and/or his designated representative shall have the right to refuse any materials which do not conform to the rules and regulations as established by the Mayor.
