963.06. Garbage to be wrapped.

Before placing any table and kitchen waste in a garbage receptacle, such waste shall be thoroughly drained and wrapped in paper. Waste which is mixed with so much water that it has the consistency of swill shall not be collected by the Division of Solid Waste.
