It is intended that the primary funding for the operation of Toledo Public Power shall be from municipal electric utility revenues, revenue bonds or private funding and not from general tax revenues or the full faith and credit of Toledo, unless otherwise approved by the City Council in accordance with Ohio law. No contract shall be executed or purchase made except according to the rules set forth in the Charter and Toledo Municipal Code.
