Toledo Public Power shall be organized as a separate entity within the Department of Public Utilities and shall be under the control of the Director of Public Utilities, who may make and enforce regulations for the safe, economical and efficient management of the electric utility. Toledo Public Power shall be permitted to establish a municipal electric utility the services of which may be supplied within or without Toledo's corporate limits.
