The Director of Public Utilities may promulgate regulations to carry out the express purposes and intent of this chapter. The regulations shall not materially increase the obligations of the permit holders. The Director shall consider the costs to the permit holders as an important factor in determining the appropriateness of the regulations and shall endeavor to consult with the permit holders prior to the adoption of the regulations.
