The Director of Public Utilities shall be the principal City official responsible for the administration of this chapter except as otherwise provided herein. The Director is authorized to inspect any facility in the right of way or on public property for compliance with the provisions of this chapter. Every permit holder shall fully cooperate with the Director in the performance of any inspection. The Director may delegate any or all of the duties hereunder to the Commissioner of Engineering Services or any other designee.
