(a) Chapter 943 establishes storm water rates and service charges. Monies collected from these charges are to be utilized solely for the management of storm water.
(b) The Division of Sewers and Drains, Department of Public Utilities shall promote the public health, welfare and safety and provide for the: (1) safe and efficient capture of storm water runoff; (2) mitigation of the damaging effects of storm water runoff; (3) addressing of storm water problems; (4) funding of the activities of storm water management; and (5) design, planning, regulation, education, coordination, construction, operations, maintenance, inspection and enforcement activities related to storm water.
