The Mayor is hereby authorized to furnish water outside of City limits upon the conditions set forth in Section 935.01 and such conditions shall be deemed the consideration upon which any application to furnish water is granted. The Mayor is hereby authorized to use his discretion in the granting of any application as aforesaid.
