(a) All lots, lands, buildings and premises owned by the City or other governmental entity shall pay a water service charge at the same rate charged to all users of water services inside the City. Such payment shall be made from the appropriated allotted funds of the division or office to which service is rendered.
(b) All lots, lands, buildings and premises owned by any other municipality or governmental entity shall pay to the Director of Public Utilities a water service charge at the same rate charged by the Director of Public Utilities to all other customers of water service within the service area in which such municipality or governmental entity is located.
