Rates to be applied shall be determined by the location of the measuring meter. If the meter is located inside the City and is on land which is an undivided, normally useful part of the premises served, then the inside rates shall apply for all water metered at such location. In all other cases, the outside rates shall apply, as provided herein or by contract.
Notwithstanding the provisions of the preceding paragraph, the inside City rate shall be applied regardless of the location of the meter, whenever all of the water passing through such meter is used inside the City.
