(a) No person shall work in a manhole, in a public right of way, or remain inside thereof, and no person, firm or corporation shall direct, permit or allow another in its employ or under its supervision, to enter a manhole or remain inside thereof without having another employee on the surface at or near the entrance to the manhole.
(b) Whoever violates subsection (a) shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00).
