Except as provided by §32.04 of this chapter, the jurisdiction of the Department of Emergency Management, and the jurisdiction and applicability of the county’s comprehensive emergency management and disaster plan as adopted pursuant to §32.23, and the exercise of any powers of the Chief Executive Officer of the county and the County Commissioners under §§32.35 through 32.45 of this chapter, shall be comprehensive and inclusive countywide and effective in both the incorporated and unincorporated areas of the county.
