(A) There is hereby created in the office of Auditor of Tippecanoe County a separate fund to be known as the Tippecanoe County Juvenile Probation Donation Fund.
(B) All monies received from donors which are designated for use of the Tippecanoe County Juvenile Probation Program shall be deposited into the Fund.
(C) Monies may be expended from the Fund by the Tippecanoe County Probation Department, subject to appropriation by the County Council, only for the purpose of operating the Tippecanoe County Juvenile Probation Program.
