Whenever any motor vehicle is parked or left without a driver in violation of this chapter, and is not removed and impounded as provided for in this chapter, the officer of the Sheriff’s Department finding the vehicle may take the vehicle' s registration number and any other information displayed on the vehicle which may identify its registered owner, and shall conspicuously affix a traffic summons to the vehicle in the manner and pursuant to the same procedures applicable to the issuance of other traffic violations.
