§ 161.16 FEES.
   (A)   Application fees. Wind energy conversion system (WECS) applicants shall pay all costs associated with the review and processing of applications for WECS construction permits and WECS inspection certificates by the county, including without limitation the Board of Commissioners, Building Commissioner, Economic Development Commission, Surveyor and Area Plan Commission. Applicants shall submit a minimum application fee with the application in the amount set forth in the County Building Code Fee Schedule, § 151A.04.
   (B)   Development fees. A one time or periodic fee and a requirement to provide public works or services may be imposed as a condition of a commercial WECS permit. Such fees shall be included in the economic development, drainage, and road use and maintenance agreements required by § 161.13, and must be related to the public need created by the wind energy development. Such fees may be used for, but are not limited to, providing and maintaining road and drainage improvements and facilities required by the wind energy development and establishing and operating a monitoring system to assure compliance with the provisions of this chapter.
