For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DISPOSAL OF. The discharge, deposit, injection, dumping, spilling, leaking or placing of any sludge into or on any land or water so that any of such material, or any constituent thereof, may enter into the environment or be discharged into the air or water, including ground water.
SLUDGE. Any solid, semisolid or liquid waste material generated from septic tanks, privies, municipal, commercial or industrial waste water treatment plants, water supply treatment plants or air pollution control facilities or any other waste material having similar characteristics and effects, but does not include animal wastes generated from farms, farmlots, or facilities for the breeding, rearing or fattening of livestock, or industrial waste which does not include human waste.
