Pursuant to I.C. 36-1-3-4, the county through its executive officers, has all powers necessary or desirable in the conduct of the county’s affairs. Pursuant to I.C. 16-20-2-2, the County Executive of the county may adopt health ordinances that apply to the entire county. Therefore, the Health Officer, as hereinafter defined, and the Health Officer’s agents and representatives are hereby authorized to issue permits, collect permit and incidental fees as provided by prior or subsequent ordinance or as provided herein, perform inspections, order or otherwise compel correction of violations of this chapter, and are otherwise authorized to perform all actions necessary for the administration and enforcement of this chapter.
