§ 32.01  CITY MANAGER.
   (A)   Duties.
      (1)   The City Manager (also called "Municipal Manager") shall be the chief executive and administrative officer of the municipality. The City Manager shall perform the duties required by the Charter, and such additional duties as may be prescribed herein or as directed by City Council.  The City Manager shall also serve as purchasing agent of the municipality.
      (2)   The City Manager shall also be able to be bonded.  The city shall pay for said bonds from the funds of the municipality.
   (B)   Rules and regulations. The City Manager may prescribe such general rules and regulations as may be deemed necessary or expedient for the general conduct of the city departments.  The head of each department shall, upon approval of the City Manager, in like manner prescribe such rules and regulations as may be deemed necessary and expedient for the proper conduct of the department on operational issues, not inconsistent with rules and regulations prescribed by the City Manager.
   (C)   Transfer of personnel and work.
      (1)   The City Manager may temporarily transfer employees from one department to another department in order to expedite the work of a department or to meet increased duties of a seasonal or periodic nature which may occur within a department.
      (2)   The City Manager may direct any department to perform work for any other department.

   (D)   Executive Secretary to City Manager.
      (1)   The position of Executive Secretary is created in the municipal service.
      (2)   The secretary shall be placed in the office of the City Manager and shall discharge the duties as assigned by the City Manager.
      (3)   The Executive Secretary may also serve as the Clerk of Council should the Council so decide and be compensated as allowed by ordinance for those duties defined under Chapter 31 Legislative Authority, § 31.18 Duties of the Clerk.
      (4)   The Director of Finance is authorized to compensate this position from the funds of the municipality, and pursuant to the terms of the compensation ordinance.
