(A) This chapter shall be constructed in a manner consistent with all applicable federal and state laws not in effect or hereafter amended.
(B) In the event that the State of Ohio or the federal government discontinues its preemption in any area of video service or cable communications over which it currently exercises jurisdiction in such a way so as to expand municipal authority rather than limit municipal authority, then in such event, the city may, if it so elects, adopt rules and regulations, or pass ordinances in those areas to extend permitted by state and/or federal law.
