§ 95.15  SIDEWALK SURVEYING.
   (A)   A request for a survey shall be accompanied by a cash deposit of $25 to assure proper use of surveys for the line and grade of sidewalks, curbs, or gutters.  The deposit shall be posted on the condition that the project for which the survey is requested is carried through to completion within a 30-day period.  If the project is completed in 30 days, the deposit shall be returned to the depositor; otherwise, it shall be forfeited to the general fund of the municipality.
   (B)   No survey shall knowingly be made at the municipality's expense for any person, firm, or corporation who has previously received and failed to make use of a survey.
   (C)   Re-surveys necessitated by negligence or carelessness of the interested property owner or his  or her agent shall be provided only at the expense of the property owner.
