§ 91.12  DEFINITIONS.
   For purposes of §§ 91.10 through 91.17, the following words and phrases shall have the following meanings ascribed to them respectively.
   AGENCY means any administrative or operational division, including an office, department, bureau, board, commission, or authority of the state or of a political subdivision thereof, including volunteer agencies, organizations or departments.
   ATTACK means any attack, either actual or imminent, or a series of attacks by an actual or potential enemy of the United States or by a foreign nation upon the United States that causes or may cause substantial damage to or destruction of life, property or the environment within the United States, or that is designed to injure the military or economic strength of the United States. ATTACK includes, without limitation, acts of sabotage, acts of terrorism, invasion, the use of bombs or shellfire, conventional, nuclear, chemical or biological warfare, and the use of other weapons or processes.
   COORDINATOR means a coordinator of emergency management appointed as prescribed in §§ 91.10 through 91.17.
   DIRECTOR means the City Manager or his or her  designated alternate duly appointed in accordance with § 5.05 of the Tipp City Charter.
   DISASTER  means any imminent threat or actual occurrence of widespread or severe damage to or loss of property, personal hardship or injury or loss of life that results from any natural phenomenon or act of a human.
   EMERGENCY PREPAREDNESS means to carry out the basic government functions of maintaining the public peace, health, and safety during an emergency. This shall include plans and preparations for protection from, and relief, recovery and rehabilitation from the effects of an attack on the city or the nation by the forces of an enemy nation or the agents thereof, and it shall also include activity in connection with a disaster as defined herein. It shall not, however, include any activity that is the primary responsibility of the military forces of the United States.
   EMERGENCY PREPAREDNESS FORCES means the employees, equipment and facilities of all city departments, boards, commissions, and contract agencies, including all volunteer persons or agencies.
   EMERGENCY PREPAREDNESS VOLUNTEER means any person duly registered, identified and appointed by the Director of the Office of Emergency Management, and assigned to participate in the emergency management activity.
   NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS)  means any reference to an incident command system, including local, state or federal joint operations.
   REGULATIONS means plans, programs, and other emergency procedures deemed essential to emergency management.
   VOLUNTEER means an individual, group, or organization contributing a service, equipment or facilities to the emergency management organization without remuneration, who has taken an oath of loyalty.
