§ 76.19  DESIGNATION OF PARKING SPACES AVAILABLE TO PUBLIC SERVICE ORGANIZATIONS.
   The City Manager may, upon written application of the chief executive officer of a nonprofit public service organization having its primary place of operation in the municipality, grant such organization the privilege of using up to 3 designated parking spaces in connection with a project or program of such organization provided the program or the proceeds from such program shall contribute to the public service objective of the organization.  Reasonable time shall be fixed for such use and shall be stated in writing. If permission to utilize this section is denied, the chief executive officer of an organization may appeal the denial to Council.  Notice of appeal must be filed with the City Manager within 5 days of receipt of official notice of rejection.
