§ 7.02  SUBMISSION OF BUDGET AND BUDGET MESSAGE.
   The Manager shall submit to the Council the annual tax budget, as provided by the general laws of Ohio, and the annual operating budget with an accompanying message as required by Council and according to this Charter.
