§ 6.04  SPECIAL TEMPORARY LEGAL COUNSEL.
   In the absence of the Director of Law or at any time when special legal counsel is necessary, the Municipal Manager may appoint a temporary legal advisor who shall meet the same qualifications provided herein for the office of Director of Law.  City Council may engage special legal counsel when necessary.
