Each householder who can demonstrate that the total income of all persons residing within their household is less than the amount specified in the Annual Update of the Poverty Income Guidelines, published by the United States Department of Health and Human Services in the February edition of the Federal Register (a copy of which shall be at the municipal offices), is eligible for a 20% reduction in the current rate structure.
