§ 55.26  MANDATORY RESIDENTIAL COLLECTION.
   (A)   Each and every residential, residential-multi- family and joint residential/commercial householder shall be required to contractually obtain, refuse and recycling collection from the residential permittee with whom the municipality has current contract in accordance with this code. Payment will be made to the city via the Tipp City Municipal utility bill.  Landlords may pay for all residential-multi-family householders under their control at the rates established by the contract.
   (B)   The Tipp City Municipal Utility Department shall individually bill each residential, residential- multi-family and joint residential/ commercial householder in accordance with this code and the contract entered into with the municipality.
   (C)   The municipality shall be responsible for the enforcement and collection of fees for garbage, refuse and recycling collection.  The residential permittee may assist the municipality in maintaining their enforcement and collection responsibility, with the understanding that such assistance of the residential permittee will not diminish or eliminate the enforcement and collection responsibility of the municipality.
