No permittee acting under the terms of this chapter shall be required to collect and dispose of any materials which do not comply with definitions of garbage, refuse or recyclables. This provision, however, shall not prohibit any person, firm, corporation, or permittee from hauling any debris not defined as garbage, refuse or recyclables.
