§ 55.14  MAXIMUM RATE SCHEDULE TO BE FILED.
   Each person, firm, or corporation seeking a residential permit for garbage, refuse and/or recyclable collection within the corporate limits shall file a maximum rate schedule with the municipality.  This schedule should reflect a rate at least 10% less than the residential rate for owners of 50 or more residential units where the owner receives a single invoice statement from the residential permittee.  These rates are maximums and lower rates can apply for special circumstances and conditions.  Before issuing a permit, Council shall approve the maximum rate schedule and the schedule shall remain in force until changed by Council.  If an unavoidable change of conditions occurs or if any state or local legislation directly imposes an additional cost upon the permittee, then the permittee may file a request for rate revision, which shall be granted in the amount of the additional cost imposed.
