The municipality shall contract with a residential permittee for the collection of recyclables in accordance with this chapter. Separate contracts may be executed for residential recyclable collection, and garbage and refuse collection. The recyclables are the property of the permittee once placed in the container for recyclables. The removal of recyclables from the containers by any person other than the householder or persons authorized by the permittee shall be theft and chargeable under § 131.08 of this code.
