§ 75.12  REGISTRATION AND SAFETY INSPECTION.
   (A)   No person shall operate or use a bicycle on any of the streets of the municipality without first obtaining a safety inspection sticker as provided in this chapter.
   (B)   Before the Police Department shall issue any inspection stickers under this section each applicant shall first have his or her bicycle inspected by the Police Department or any recognized non-profit organization that may be authorized to determine that the bicycle is in good working order and that the required equipment is properly installed.
   (C)   Such safety inspection shall include, but is not limited to, an inspection of lights, reflectors, brakes, wheel alignment, fork adjustment, chain and chain guards, tires, fenders, handlebars, handlegrips, and warning device.
   (D)   Before the owner of a bicycle shall operate it or permit it to be operated upon any street or sidewalk of the municipality, he or she shall cause its decal to be securely attached to the rear of such vehicle in such a position that it shall be visible at all times.
