(A) The city shall annually request the Tri Cities North Regional Wastewater Authority to prepare an audit report of the treatment operation including the user charge system. The purpose of this audit is to ensure that all charges established by Tri Cities North Regional Wastewater Authority are adequate to maintain the self-sufficiency of the wastewater facilities and to ensure that Tri Cities North Regional Wastewater Authority's charges are proportional to Tri Cities North Regional Wastewater Authority's cost of providing treatment.
(B) In addition, the city shall annually review its pass through of the Tri Cities North Regional Wastewater Authority OM&R charges to ensure that all users of the city's sewer system pay their proportionate share of the Tri Cities North Regional Wastewater Authority OM & R charge.
