§ 51.17  PERIODIC BULK WATER PURCHASE.
   (A)   Any person, firm, or corporation who desires to fill a tank truck or bulk container for delivery, either inside or outside the corporation limits of the city, shall be subject to the following water rates and regulations:
      (1)   Purchasers shall notify the Municipal Utilities Department, giving sufficient identification and address.
      (2)   The Utilities Department shall supervise, as circumstances require, water intake by a purchaser.  Supervision may not require continuous on-site presence by Utilities Department employees.
      (3)   Water subject to sale under this section shall be made available at any location determined acceptable by the Director of Utilities or his or her designee.
      (4)   The water charge rate shall be $5.50 per 1,000 gallons, plus applicable labor rates for purchases made during business hours. Purchases made other than during business hours are to have the additional charge at appropriate labor rates plus overhead for all municipal employees who are required as set out in (A) (l) above.
   (B)   Any person, firm, or corporation who desires to purchase water to fill private swimming pools or ponds, shall be subject to the following water rates and regulations:
      (1)   Purchasers shall notify the Municipal Utilities Department, giving sufficient identification and address.
      (2)   The Utilities Department shall supervise, as circumstances require, water intake by the purchaser. Supervision may not require continuous on-site presence by Utilities Department employees.
      (3)   Water subject to sale under this section shall be made available at any fire hydrant determined acceptable by municipal employees.
      (4)   The water rate charge shall be $5.50 per 1,000 gallons, plus applicable labor rates.
