§ 51.16  WATER TAP CHARGES.
   (A)   Any person, firm, or corporation who desires permission to connect to the water system under the jurisdiction of the city shall pay a tap-in charge and file an application with utility billing as described herein.  Each meter which is installed shall constitute a separate tap and require a separate tap charge.
   (B)   Tap-in charges shall be computed based on the total of connection charge, participation fee, and distance fee.
      (1)   Connection charges.

         (b)   Fees for labor and materials shall be based on the cost of labor and materials at the time the tap is made.
         (c)   All connections onto the city water system shall be made in accordance with the most current version of the Water and Sewer Department General Rules and Regulations.
      (2)   Participation fees.
         (a)   Residential.  Participation fees for all residential units shall be $240 per dwelling unit regardless of tap size.

         (c)   Water system participation fees shall be based upon the greater of either the domestic service line size or of the fire line service size entering any new building.
      (3)   Distance fees.  A 4% distance fee shall be imposed on all taps located more than 2,640 feet from any point along a direct line connecting the water tower located on Tower Drive west of Interstate 75 and east of County Road 25-A, the water tower at Walnut and Bowman Streets, and the midpoint of the intersection of First Street and Main Street.  An additional 4% charge shall be imposed for each additional 2,640 feet. The distance fee shall be computed by multiplying the appropriate percentage by the total of the participation fee and the connection fee.
