Active membership of the Department shall consist of persons appointed by the City Manager upon recommendation by the Fire Chief and/or Chief of Emergency Services, who are able-bodied citizens residing within the state and within a distance set by the Fire Chief and/or Chief of Emergency Services, who can read and write the English language understandingly and are of good moral character.
