The Police Division shall perform the following duties in providing police services to the municipality:
(A) Be responsible for the preservation of the public peace and order, the prevention and detection of crime, the apprehension of offenders of law and ordinances, the protection of persons and property, and the enforcement of the criminal laws of the United States and the state and the ordinances of the municipality.
