§ 51.15  WATER RATE SCHEDULE.
   The following rates shall be charged to consumers for water supplied by the city.
   (A)   (1)   General rates, metered service.  Rate per 1,000 gallons per month or fraction thereof (to be effective the first full billing period after the referenced date):

      (2)   The above rates apply to dual and/or multiple establishments whether residential or commercial or combination of both provided that each block of the rates are multiplied by the number of businesses and/or residential units whether occupied or not.
      (3)   Premises located outside the corporate limits of the city which are served by the corporate system shall be charged 150% of the rate which would be applicable to such premises, unless there is a contractual agreement establishing a separate rate.
   (B) General rates, non-metered services.  All permanent services shall be metered, if practicable, as determined by the City Manager. Where conditions make temporary unmetered services necessary, they shall be charged as follows:

      (2)   The size of the service may, at the option of the City Manager, be determined by using either the size of service lines or the size of the meter.  The monthly capacity charge payment shall be charged against the monthly usage bill of the customer so that the customer pays the larger of the charge based on consumption or the capacity charge.
   (D)   Late charges.  All consumers who fail to pay charges billed to them by the tenth day of the month in which the charges are due shall pay an additional l0% of the charge.
   (E)    All consumers who fail to pay charges billed to them by the twentieth of the month in which the charges are due shall have their water services disconnected.  There shall be a charge set by Council to reconnect water service.
   (F)    Certification.  Each water charge levied is made a lien upon the premises charged therewith, and if the charge is not paid within 20 days after it is due and payable, it shall be certified to the County Auditor who shall place the charge on the tax duplicate, with the interest and penalties allowed by law, and be collected as other municipal taxes.  The City Manager shall have the right, in the event of nonpayment, to discontinue service to the premises until the water charges have been fully paid.
