(A) Any person, firm, or corporation who desires to become a permanent water system customer must first obtain a “certificate of occupancy” in accordance with § 154.03(J) prior to signing up for and obtaining permanent water service.
(B) The builder, developer and/or owner may establish a temporary “construction” account, but the structure may not be occupied until division (A) above is complied with.
