Council, upon the advice of the City Manager and City Engineer, shall determine the size of any water or sewer extension and shall specify its location. Due consideration shall be given to the requirements of the applicant, the effect on adjacent properties, and future development in the area. Council shall also decide and be the sole judge of that point in the water or sewer system where sufficient capacity exists for any extension. That point will then become the beginning point for the extension which was applied for.
